We have a wide array of job openings across many fields of expertise. EURES Italy is arranging this online recruitment event together with other countries, where you have the chance to connect with Italian companies and find job opportunities in Italy.

During the event we will provide you with information on both working and living in Italy and you will be able to meet some Italian companies looking for qualified candidates.

Recruitment consultants from EURES Italy will be available for chat during the day. You will also have the opportunity to reach out to some of the participating companies during the event.

Work in Italy is a Presidium created by the EURES Italy to provide adequate information and guidance to those who intend to have work experience in Italy for short or long term.

This Presidium is dedicated to basic and first level information for EU nationals and Non-EU nationals interested in working in Italy.

Every citizen of the European Union has the right to move and reside freely in Italy or within the territory of another Member State other than that of which he/she is a national. Different formalities are required depending on the length of stay (exceeding three months or shorter stay).

This is exclusively an "Info Point" service.

It provides general information for Non-EU nationals about living and working conditions in Italy.

In order to be able to work in Italy and/or other European countries you will still have additional legal obligations and administrative procedures to go through to get access to the European labour market – and you’re not entitled to EURES mobility schemes.

As it is reiterated by the European Commission: Employment, social affairs and inclusion for non-EU citizens: “The freedom to move to another EU country to work without a work permit is a right for EU nationals”.

Non-EU nationals may have the right to work in an EU country or to be treated equally with EU nationals as regards conditions of work. These rights depend on their status as family members of EU nationals and on their own nationality. Due to complex immigration procedures, employers may as well decide not to go through your application.

Flows Decree 2024

NEW- Important information for Italian companies in the sectors are Road Transport for third parties, construction, tourism-hotel, mechanics, telecommunications, food, shipbuilding, passenger transport by bus, fishing, hairdressers, electricians and plumbers.

Entry into Italy for subordinate work, including seasonal work, and self-employment, must take place within the framework of the entry quotas established in the decrees - the so-called 'decree-flows' - which are periodically issued by the President of the Council of Ministers on the basis of the criteria indicated in the three-year planning document on immigration policies.

These procedures have been managed electronically for several years now, so it will be sufficient to connect from your computer, or make use of the support of the numerous authorized bodies or patronages, to carry out the entire practice.

The Prime Ministerial Decree of 19 January 2024 "Planning of the flows of legal entry into Italy of foreign workers for the three-year period 2023-2025" authorizes the entry into Italy during the three-year period of 452 thousand foreign citizens, for seasonal and non-seasonal subordinate work and self-employment. 

A total of 151.000 non-EU workers will be able to enter Italy regularly thanks to the 2024 flows decree: 61.250 entries for non-seasonal subordinate work, 700 entries for self-employment and 89,050 entries for seasonal subordinate work.

The application for pre-filling application forms will be available at https://portaleservizi.dlci.interno.it/. 

Applications may be definitively transmitted exclusively by the usual electronic means, starting from:

- from 9:00 a.m. on 18 March, applications can be sent for non-seasonal employees who are citizens of countries that have cooperation agreements with Italy;

- from 9:00 a.m. on 21 March, applications can be sent for other non-seasonal employees (including in the family and social-health care sector);

- From 9:00 a.m. on March 25, applications for seasonal workers can be submitted.

All applications can be submitted until December 31, 2023. If the application is not included in the quota according to the chronological order of submission, the employer will see the following notice on the ALI portal "The file is currently not in quota".

For the electronic submission of applications on the https://portaleservizi.dlci.interno.it/ website, it is necessary to have a SPID or CIE identity.

How to enter Italy for self-employment 

Non-EU nationals residing abroad who intend to engage in “Not regulated” selfemployment in Italy must meet the same legal requirements as Italian citizens who undertake an individual business, and refer to the rules outlined by the Immigration Quota (Art. 26th Legislative Decree no. 286/98). 

The application must be completed online on the Ministry for the Interior's website within the annual deadline set by the Immigration Quota. 

When applying for the “nulla osta”, the non-EU nationals must be in possession of the license documentation or authorsation for the business activity he/she wishes to carry out. Alternatively, he/she must have enrolled in the Chamber of Commerce and proof of this is to be presented to the Police authorities. 

Following on from the issiung of the nulla osta, the worker can apply for an entrance visa for autonomous work at the Italian Diplomatic Representative in his/her country of origin.  

How to enter Italy for work? 

Entering Italy for reasons of subordinate work (including seasonal work) and self-employment is possible   only within the framework of entry quotas established annually in accordance with the Flow Decrees.

Quotas in detail

For the three-year period 2023-2025, a total of 452,000 foreign citizens will be admitted to Italy for seasonal and non-seasonal employment and self-employment, divided as follows:

136,000 foreigners  for the year 2023

151,000 foreigners for the year 2024

165,000 foreigners for the year 2025.

What is the procedure to be followed?

The main actor in this process is the employer!

An Italian employer or a foreign employer legally residing in Italy.

Which procedure must be followed to be hired by an employer in Italy?

The sending by an employer, of the request for a nulla osta to hire a non-EU worker is the starting point for the entire procedure.

 The application for a nulla osta to work can be submitted through the special online platform, only after the publication in the Gazzetta Ufficiale of the annual decree on the programming of flows and according to the procedures indicated in ministerial circulars.

The application is sent to the Single Desk for Immigration (Sportello Unico per l'Immigrazione - SUI), which issues the nulla osta to work on condition that the request for employment made by the employer:

- falls within the quota established annually by the flows decree;

- that no Italian/ EU/ non-EU worker registered in the employment lists or registered as unemployed is available to accept that particular employment;

- that there are no obstacles by the Police Headquarters;

- that the contractual conditions required by current legislation to recruit foreign workers are met.

 SUBMISSION OF APPLICATIONS

The deadlines for submitting applications for nulla osta set by providing different time for the submission of applications for non-seasonal and seasonal work.

In particular, for 2024, requests can be sent, until 31 December 2024, starting at 9.00 a.m. on:

5 February for non-seasonal employees who are citizens of countries that have cooperation agreements with Italy. These are, in particular, citizens of the following countries: Albania, Algeria, Bangladesh, Bosnia and Herzegovina, South Korea, Côte d'Ivoire, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Georgia, Ghana, Japan, Jordan, Guatemala, India, Kyrgyzstan, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Peru, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine;

7 February for other non-seasonal employees, citizens of other countries with whom cooperation agreements on migration come into force during the three-year period, and for domestic workers;

12 February for seasonal workers.

 

Employment Sectors

The sectors in which employees can be admitted to the national territory have increased compared to previous years and are as follows:

- road haulage for third parties and passenger transport by bus. In this case, the clearance can only be issued in favour of citizens of those countries that issue driving licences equivalent to the required category and convertible in Italy based on reciprocity agreements in force (currently existing with Albania, Algeria, Morocco, Moldova, Republic of Korea, Republic of North Macedonia, Tunisia and Ukraine)

- tourism-hotel sector

- mechanics

- telecommunications

- food sector

- shipbuilding

- fishing

- hairdressing, electricians and plumbers

- family and socio-medical assistance

- seasonal tourist-hotel sector.

The 'agricultural' employment sector also includes applications relating to the entry of non-EU seasonal/multi-year workers classified as 'flower and plant nursery workers' and 'animal breeding personnel', as provided for by the collective bargaining agreement for the sector.

For the 5-period 2022-2026, some 40 000 ICT technicians will be recruited mainly by the IT and telecommunications industry, together with mathematics and computer science specialists (30 000). There is also a need for technicians in organisational and financial activities (120-130 000), management, construction and environmental engineers, architects (some 50 000 in total), social science and management specialists (e.g. market analysts, marketing specialists and social media managers). The demand for engineers will top 50% in advanced business support services to companies in the consultancy sector and 20% (mechanical and electronic engineers) in the mechatronics and robotics sector, which will also require technicians, specialised mechanics and industrial equipment assemblers. The construction industry mainly needs workers specialising in construction and the maintenance of building structures and construction finishers (around 220 000), as well as construction engineers and technicians (around 25 000). Demand in the health sector will be concentrated on healthcare technicians (such as nurses, physiotherapists, radiologists and laboratory technicians), doctors and qualified healthcare and social services professionals.

Throughout Italy, 38.3% of the jobs on offer remain unfilled, particularly in the sectors of metalworking (52.6%), wood and furniture (50.4%), mechatronics (49.2%), IT and communications services (49.2%), textiles, clothing and footwear (47.4%). Finding candidates remains particularly difficult for businesses in the north-east (42.0%), followed by those in the north-west (41.1%), centre (36.3%) and south and islands (34.8%).

The professional groups within which it is very difficult to find candidates are, in descending order, pharmacists, biologists, and other life science specialists (55%), doctors and other healthcare specialists (46%), managers and directors (44%), IT, physics and chemical specialists (33%), metalworking and electromechanical workers (37%), beauty care workers (34%), workers specialising in the wood and paper industry (32%), social welfare workers (32%), specialist workers and plant operators in the textile, clothing and footwear industry (31%), chefs, waiters and other tourist service professions (23%), and reception, information and customer support workers (17%).

In May 2022, 444 310 recruitments are planned throughout Italy, the highest number of which is planned in the south and islands (133 260), followed by the north-west (114 840), centre (98 270) and north-east (97 940). The largest expected number of hires for commercial and service professions is in the north-east (42.4%) followed by the south and islands (40.6%); specialised workers, plant and machine operators are most needed in the north-west (25.9%), north-east, south and islands (24%); managers, specialised professions and technicians in the north-west (22.7%). Service jobs are most common in central Italy (40.1%).

In August 2023 the number of employed people grew, while unemployed fell and inactive persons remained substantially stable.On a monthly basis, the increase of employment (+0.3%, +59 thousand) concerned both men and women, and people aged 25-34 and over50. Overall, the employment rate rose to 61.5% (+0.1 p.p.).In the last months, the decrease in the number of unemployed persons (-3.2%, -62 thousand) involved both genders and all age groups. The unemployment rate fell to 7.3% (-0.2 p.p.), the youth rate declined to 22.0% (-0.1 p.p.).In August, the number of inactive persons aged 15-64 remained essentially unchanged, with men and those aged under 50 increasing and women and those aged over 50 decreasing. The inactivity rate remained stable at 33.5%. In the period June-August 2023, with respect to the previous quarter (March-May 2023), employment increased (+0.5%, +129 thousand).

OVERVIEW OF ITALY 

- Population: 

The resident population in Italy on 1 January 2023 is 58 million 851 thousand, 179 thousand less than the previous year, a reduction of 3‰. The The foreign population on 1 January 2023 is 5 million and 50 thousand, an increase of 20 thousand individuals (+3.9‰) over the previous year.

Most populous regions are Lombardy, Veneto, Lazio, Campania and Sicily. However, there is a demographic crisis, most evident in southern Italy, particularly in Molise, Basilicata and Calabria.

- Economy

- The labour market:

The Italian labour market differs widely between the regions: Industrial activity is mostly concentrated in the north and agriculture and tourismmainly in southern regions. The most typical sectors in order of GDP size (2021) are: services (GDP EUR 281 264 million), manufacturing (GDP EUR 76 359 million), construction (GDP EUR 20 261 million), agriculture (GDP EUR 7 729 million). The most common type of contract on offer is fixed-term (55.5%) and full-time. 

The latest forecasts produced by the Excelsior Unioncamere/ANPAL Information System are 430 thousand new hirings expected by companies for November 2023 and 1.3 million for the November-January quarter, an increase compared to last year of +12.6% (+48 thousand hirings) in the month and +8.4% (+101 thousand hirings) in the quarter. Especially positive were the dynamics of tourism, with 66 thousand new hires in the month (+14 thousand compared to 12 months ago; +28.3%) and trade, with 68 thousand hires in November (+8 thousand; +13.2%). Keeping up the demand for labour, besides tourism and commerce, are personal services with 50 thousand hirings in the month (+5 thousand; +10.4% compared to a year ago). The dynamics of industry were more contained, with a total of 131 thousand recruitments planned for the month and 400 thousand for the November-January quarter, up b y +8.8% and 6.4% respectively, sustained above all by mechatronics, with 23 thousand workers sought (+3 thousand, +13.2%), and the fashion system, with 11 thousand entries (+3 thousand, +28.5%). Construction also held up well, with 45 thousand entries in the month (+4 thousand; +10.7% compared to November 2022). Fixed-term contracts are the most frequently offered form of contract with about 228,000 units, 52.9 per cent of the total, followed by permanent contracts (93,000 units, 21.7 per cent). The mismatch between demand and supply of labour remained high, affecting 48.5% of recruitments, equivalent to about 209,000 profiles out of the 430,000 sought, mainly due to the lack of candidates. Excelsior's Job Market Report lists among the almost unobtainable professional figures: specialised textile and clothing workers (80.8% of the sought-after profiles are difficult to find), specialised construction finishing workers

 

- GREEN ECONOMY

Investments stemming from the National Recovery and Resilience Plan (NRRP) will be important for the recovery of the Italian economy. In particular, ecological and digital transition actions will increase the demand for jobs in the green economy, IT and telecommunications sectors (‘green jobs’). The NRRP earmarks 37% of investment and reform expenditure to support climate objectives, and 20% to support the digital transition.

The budget for the green revolution and the ecological transition is EUR 59.46 billion. This covers the circular economy and sustainable agriculture (EUR 5.27 billion), renewable energy and sustainable mobility (EUR 23.78 billion), energy efficiency and building renovation (EUR 15.36 billion), and land preservation (EUR 15.05 billion). These investments will drive growth in employment across many economic sectors, but particularly in mechatronics (especially electricity and electronics), agri-food, fittings and construction. New sectoral supply chains will also be able to develop as resources are dedicated to technologies related to hydrogen, satellites, microelectronics, the development of a European battery industry, and the strengthening of cybersecurity and the Cloud. Finally, a new supply of goods and services will be developed in many segments, with primarily green and digital products, digital services related to telemedicine, smart mobility, electric cars, and sustainable mobility.

The greatest demand for green jobs will be in the following areas: for the construction sector, sustainable architects, designers of sustainable buildings and installers of low environmental impact air-conditioning systems; for mechanics, experts in electric motor systems and/or component technologies; for the environment, environmental IT specialists to develop environmental software and applications, environmental lawyers, mobility managers, energy managers and eco-designers. In addition, the number of professionals required with a mix of at least two e-skills (i.e. basic digital skills, ability to use mathematical and IT languages and methods and ability to manage innovative solutions) is estimated at between 875 000 and 959 000, more than 20% of the total. These include software analysts and designers, electronic and telecommunications engineers, programming technicians and network and telematic system operators.
