ACCIONA is looking for a Traffic Manager for our Project located in Trondheim (Norway): E6 Ranheim–Værnes:

 

Ensure the effective coordination and control of Traffic design within engineering works for a designated Project through activities of technical, engineering, inspection, scheduling, planning, survey, procurement and quality control based on ACCIONA standards and also in Norwegian requirements. The Traffic Manager is responsible to ensure the safe and successful completion of the project on schedule, within budget and to the specified quality.

  

Quality, Environmental and Safety: 

- Provides positive leadership to subcontractors monitors and controls their performance and ensures the quality and standard of workmanship performed both on and off site is in accordance with the specifications and relevant procedures

- Drives commitment to quality both top down and bottom up

- Ensures that the appropriate personnel are in place with delegated responsibilities to guarantee quality procedures are integrated

- Ensures implementation of project quality plan

- Ensures non-conformances are recorded and corrective actions initiated as soon as practically possible

- Maintains and apply all relevant standards, policies, guidelines and legislative requirements necessary to support responsible decisions and courses of action

- Adheres to safety environmental plan for project and communicates it to project team members including suppliers and subcontractors

- Ensures compliance with all relevant HSE policies, procedures and relevant legislative requirements

- Ensures compliance with all relevant Rail Safety legislation and completes a relevant Rail Safety Induction (where required and applicable)

- Communicates any identified gaps in safety and environmental knowledge / skills for the project

- Continually assesseses the project for high risk activities and hazards and in conjunction with appropriate personnel recommend approach and ensure action is taken

- Leads the process of incident / accident prevention and incident / accident reporting in regards to the traffic area

- Reports accidents and incidents to the Management Team

- Personally attends to all serious safety and environmental issues as soon as notified

- Participates as required in the preparation of work activity assessments in terms of risk analysis / safe work method statements procedures

- Encourages and educates people to report potential safety and environmental hazardsTakes immediate action on all reported safety and environmental hazards

- Ensures the engagement of subcontractors comply with the ACCIONA safety management system and procedures

 

Planning and Operations:

- Provides support and advice on planning and design suitability and options, the use of materials, resources, components or systems within the project, and construction practices and problems to ensure project success, value for money and best practice are achieved

- Develops, guides and monitors implementation of suitable traffic construction methods including audits

- Manages the operational aspects of project delivery to ensure the effective and efficient use of systems and processes involved with all phases of the project management model

- Identifies what Authorities are appropriate in obtaining approvals with specific project work and interrelationships between Authorities

- Ensures the implementation of engineering requirements of traffic facilities, planning proposals and developments applications in accordance with Norwegian Standards.

- Conducts research for safe and efficient traffic flow and analyses data to construct the correct road geometry to ease known bottlenecks and implement the proper road markings, signage’s, traffic lights, pedestrian management and intelligent monitoring systems

- Provides technical supervision regarding traffic control devices to other traffic technicians and subcontractors on the project

- Ensures compliance with Department of Transportation regulations

- Analyzes the environmental impact of proposed construction and check specifications for adherence to engineering standards

- Accountable for documentation flow between Engineers, Site Supervisors, Consultants, Subcontractors and the Project ensuring that all parties are working from current documentation. Maintains and monitors the progress of work and advises the Senior Project Engineer of significant changes and proposed remedial action

- Ensures that programme is communicated to subcontractors, suppliers and internal staff to maintain commitment

- Designs traffic simulation programs and feed data related to traffic flow, accident rate data, and proposed changes to develop most efficient methods to ease traffic flow.

- Reviews the subcontractor’s construction program(s) and assists in identifying critical areas and integrates these into the Project program

- Manages subcontractor and supplier performance

- Makes decisions and actions all correspondence in a timely manner

- Prepares Authority submissions and approval programme to fit within the project programme

- Prepares subcontract scopes tender review well ahead of program requirements

- Consults regularly with site team lead and monitor site team effectiveness/satisfaction

 

Financial:

- Forecast such activities (budgeting) properly, as well as cost follow up.

- Monitors and respond to KPI’s

- Manages cost control for certain aspects of the project in order to ensure the project meets its performance targets in relation to budget/forecast

- Identifies and forecasts risks and opportunities

- Identifies key areas of variances from the estimate

- Encourages commitment from team members to the achievement and/ or bettering of project budget

- Provides monthly financial reports as required for the project

- Monitors cost versus budget

 

Job-Specific Skills:

- Bachelor Degree (Engineering)

- Relevant Tertiary Education

- Kurs 2 Statens Vegvesen

- Preferable 7 years’ experience in a construction/engineering environment

- Fluent in Norwegian and/OR English

- Demonstrated ability to work effectively with others

- Presented problem solving / analytical skills

- Demonstrated relevant leadership skills

- Ensuring all relevant regulatory requirements are satisfied

- Competent in planning and organising work schedules

- Working knowledge of HS&E requirements and implementation of same

- Competent with cost control of projects

- Clear communication – verbal and written

- High attention to detail

- Intermediate knowledge of MS Office Package

Work Duration/salary:

  • The contract is linked to the E6 Ranheim–Værnes project, explected to extend until 2024,
  • Base salary according to the Norwegian Labor Market

The conditions would include a relocation package with the following items:

  • Flight to Norway
  • 3-4 weeks of temporary accommodation
  • Registration in the Norwegian Authorities
